When parents hear words like personalized learning, flexibility, and student agency, a reasonable question can follow:
What are students actually expected to learn?
It is an important question.
PEAK Mastery is being designed as a Utah public charter school with clear academic expectations. Students would work toward competencies aligned with the Utah Core Standards, participate in required state assessments, and have their progress monitored through multiple forms of evidence.
Personalization changes how educators respond to a student’s learning.
The academic expectations remain clear.
We use the word rigor often in education, but it can mean very different things.
More homework can feel rigorous.
A longer assignment can feel rigorous.
A harder test can feel rigorous.
At PEAK Mastery, we are interested in what students are being asked to think about and do with what they know.
Can they explain an idea?
Can they support an answer with evidence?
Can they recognize when a strategy is appropriate?
Can they revise their thinking after receiving feedback?
Can they apply something they learned in one setting to a new problem?
Can they demonstrate a skill independently?
Those questions get closer to what academic rigor means within PEAK Mastery’s proposed model.
PEAK Mastery students would work toward clearly defined competencies aligned with the Utah Core Standards.
Those competencies would help students, teachers, and families understand what a student is expected to know and be able to do.
The school’s current model uses multiple forms of evidence to monitor that progress, including assessments, assignments, projects, performance tasks, observations, portfolios, reflections, and competency demonstrations.
A competency is considered complete when a student independently demonstrates mastery.
That last part matters.
Support is part of learning. Teachers explain, model, provide feedback, ask questions, reteach, and help students practice.
Eventually, though, the student needs to show what they can do.
Research on mastery learning supports the use of clear learning objectives, feedback, corrective instruction, and additional opportunities for students to demonstrate learning.¹ ²
A mastery-based system needs an answer to this question.
At PEAK Mastery, educators would use evidence of learning to identify where additional support is needed.
Depending on the student and competency, that could include reteaching, additional practice, flexible small-group instruction, targeted intervention, coaching, or another opportunity to demonstrate understanding.
PEAK Mastery’s current proposal also includes more intensive intervention and Student Success Plans for students who need additional academic support.
Research on formative assessment supports using evidence of student understanding to inform subsequent instruction.³
The expectation remains visible throughout that process.
The student knows what they are working toward. The educator gathers evidence of progress. The family can understand where support is being provided and why.
Academic challenge is relevant when a student has already demonstrated strong understanding.
In that situation, giving a student more of the same work may add volume without adding much intellectual challenge.
Greater challenge can ask a student to do something more demanding with what they know.
Explain why a solution works.
Compare two approaches.
Defend an interpretation with evidence.
Apply a concept in an unfamiliar situation.
Combine knowledge from several subjects to solve a problem.
Design something, test it, discover that part of it failed, and revise it.
Research on learning and transfer emphasizes that students need opportunities to use knowledge across different situations and contexts.⁴
PEAK Mastery’s Wonder Workshops, Expeditionary Learning, and Extended Learning Experiences are designed to create opportunities for students to apply academic knowledge through interdisciplinary questions, projects, fieldwork, service, and community experiences.
A student may know the mathematics.
A rigorous problem can ask them to figure out when, why, and how to use it.
Some challenging academic work happens without a worksheet at all.
PEAK Mastery’s Reading Adventures include Socratic discussion, where students engage with texts, questions, interpretations, and one another’s ideas.
A strong discussion asks students to listen carefully, articulate their reasoning, use evidence, consider another interpretation, and sometimes revise what they thought when the conversation began.
Research on classroom dialogue suggests that productive academic discussion can support learning when it is purposeful and well structured.⁵
The important part is the quality of the thinking.
A student saying what they think is a starting point.
Explaining why they think it, finding evidence for it, responding thoughtfully to another person, and reconsidering an idea can take them much further.
Student agency is another part of PEAK Mastery’s model that deserves clarity.
Agency does not mean students decide whether academic expectations apply to them.
It develops as students become increasingly capable of understanding their goals, monitoring their progress, making appropriate choices, reflecting on their work, and asking for help when they need it.
Research on self-regulated learning describes skills such as goal setting, self-monitoring, strategy use, and reflection as abilities students can develop.⁶
PEAK Mastery’s coaches would help students practice those skills through goal setting, competency tracking, reflection, portfolios, and student-led conferences.
As students grow, the question gradually shifts from an adult always saying “Here is what you need to do next” toward a student becoming increasingly capable of asking:
What am I trying to accomplish?
How am I doing?
What evidence do I have?
What should I try next?
Where do I need help?
Responsibility grows alongside independence.
PEAK Mastery’s proposed pathways include learning that can happen on-site, off-site, and in community settings.
Where learning happens can vary.
Academic oversight continues across those settings.
Students in both proposed pathways would work toward the same Utah Core-aligned competencies and participate in PEAK Mastery’s systems of assessment, coaching, progress monitoring, intervention, and competency verification.
During off-site Extended Learning Experiences, coaches retain responsibility for communicating expectations, monitoring participation and progress, and collecting evidence of student learning.
For families considering PEAK Mastery, this is an important part of understanding the model.
Flexibility describes where and how some learning can happen.
It does not remove expectations for what students are responsible for learning.
One of the clearest signs of academic rigor should be evidence.
Parents should be able to understand what their child is expected to learn, what they have demonstrated, where they are still developing, and what comes next.
PEAK Mastery’s proposed model uses competency maps, assessments, portfolios, student work, progress monitoring, conferences, and Celebrations of Learning to make student learning visible in different ways.
That creates opportunities for richer conversations than a single score can provide.
A parent can ask:
What is my child working on?
What have they demonstrated independently?
Where are they receiving support?
Where are they being challenged?
What does their work show?
Those are questions PEAK Mastery’s academic systems are being designed to help answer.
PEAK Mastery’s approach to rigor comes down to a fairly simple idea.
Students should encounter challenging academic work, understand what is expected of them, receive strong instruction and useful feedback, and have opportunities to demonstrate what they know.
Sometimes rigor means persistence with something difficult.
Sometimes it means greater depth.
Sometimes it means applying familiar knowledge to an unfamiliar problem.
Sometimes it means defending an idea and discovering that someone else has evidence you had not considered.
And sometimes it means looking at your own work and realizing you can make it better.
PEAK Mastery is being designed to give students support while asking them to keep growing.
PEAK Mastery is currently working through Utah’s charter approval process as we develop another tuition-free public school option for Cache Valley families.
